An Initiative Released to Promote the High-quality Development of Smart Sensor Innovation Ecosystem in Beijing

As a core product of data perception in the digital economy, the smart sensor plays a crucial role in facilitating the development and application of the new generation of information technology. It is one of the key links to implement the national strategy of building China into a powerful country in science and technology. It is aligned to the operation direction, determined by the Ministry of Industry and Information Technology and the State Intellectual Property Office, to cultivate the first batch of high-value strategic IPs.
In recent years, Beijing has intensively issued relevant policies to promote the innovation and development of the sensor industry. And a national industry base for high-end scientific instrument equipment and sensors has been built in Beijing, relying on Huairou Science City.
Beijing Intellectual Property Operation Management Co., LTD. (referred to as "Beijing IP") is the executive entity of the national special project for fostering and operating high-value IPs related to smart sensors.
On May 30, at the "Global Intellectual Property Protection and Innovation Forum", a sub-forum of “2023 Zhongguancun Forum”, it proposed to build a collaborative innovation mechanism for resource sharing, production and research cooperation, and integration of small and big firms in the smart sensor industry, and to create a good innovation ecosystem to promote the high-quality development of China's smart sensor industry, in partnership with Beijing Institute of Quantum Information Science, Beijing Brain Science and Brain-like Research Center, Beijing University of Technology, BOE, Beijing Instrument Industry Group, Beijing Industrial Development Management Co., Ltd., Sai Microelectronics, Huaisheng Fund of Huairou District and other research institutions and universities, science and technology enterprises and investment institutions.
According to a person in charge of Beijing IP, in order to accelerate the deployment of major national strategies, such as “Made in China 2025” and ”Building China into an IP powerhouse”, the Ministry of Industry and Information Technology and the State Intellectual Property Office have chosen to cultivate and operate high-value IPs in the fields of electrics and IT, including smart sensors, to effectively support the industries in enhancing quality and efficiency, transformation and upgrade.
As an entity in charge of the national special project of smart sensors, Beijing IP has explored ways to incubation IP by “integrating high-tech investment and professional IP services” in order to strengthen the industrial patent foundation.
In this March, Beijing IP and Beijing Industrial Development Management Co., Ltd., Sai Microelectronics and Huaisheng Fund of Huairou District co-established Beijing Industrial Development Huaiwei Sensing Technology Equity Fund, the first domestic IP fund focusing on smart sensors.
Focusing on smart sensors, high-end scientific instruments and their upstream and downstream domains, the fund will establish a group of funds exceeding 1 bn yuan and a high-value patent project group by linking capital from both the city and district governments with various resources including industrial leaders and IPs. It will be committed to improving the industrial ecological chain, optimizing the value chain, and promoting the development of high-end instrument equipment and sensor industry.
Seizing the opportunity presented by the launch of this initiative, Beijing IP will further enhance its capability of innovation docking. It will integrate high-quality resources in cutting-edge fields, strengthen industry-university-research cooperation as well as the operation of intellectual property chains. This will drive technical research and achievement transformation in key smart sensor techniques.
Additionally, it will work on establishing an open patent pool for related enterprises to jointly protect innovative fruits and share risks, thereby injecting new impetus into the high-quality development of various industries. All these efforts are geared towards better serving the construction of Beijing International Science and Technology Innovation.
Under the guidance of National Intellectual Property Administration, Beijing Municipal Government and World Intellectual Property Organization (WIPO), the "Global Intellectual Property Protection and Innovation Forum" of the 2023 Zhongguancun Forum was hosted by Beijing Intellectual Property Administration, WIPO China Office, ZGC Development Group, and specifically organized by Beijing IP, according to the reports.
More than 220 guests from the IP institutions of China, France, Japan, South Korea, Germany and more, international IP organizations, scientific research institutions, financial institutions, service institutions and news media attended the forum. "Zhongguancun on the Cloud", the online live broadcasting platform, got over 2,000 clicks. It’s already an important business card to showcase the capital's IP brands, as well as an essential platform for global IP communities to engage in exchanges, collaborations and innovative partnership.
The forum not only links global IP innovation resources, but also conveys China's commitment to strengthening IP protection and actively participating in global IP governance. This plays a positive role in establishing Beijing International Science and Technology Innovation Center and enhancing China's position as a leading global IP powerhouse.
